The applicant hereby applies to Curaçao eGaming for permission to operate offshore games of skill or chance under Curacao eGaming license no. 1668/JAZ (PB 1993, no. 63) as an IP (Information Provider) as promulgated by the Curaçao Department of Justice.
Crypto currencies are not classified as a FIAT currency, however they apply to gaming as they can be used to place wagers. As a new form of payment, Curaçao eGaming (CeG) has set up guidelines to issue and approve the acceptance and transactions of Crypto currencies by its licensees. One of the principal goals of this T&C is to assure proper Age and Identity Verification. Furthermore, it is forbidden to sell/buy/exchange Crypto Currency with/to FIAT currency. Below are the additionally required terms and conditions, which need to be abided by and proven by the licensee and which can be modified and/or amplified by CeG at any given time. Licensee will be informed of any new guidelines by email, at which time the Licensee will have 30 days to comply with the new standards. Each operator needs to obtainpre-approval in writing by CeG to acknowledge/approve the use of Crypto currencies. ALL DOMAINS, SUB-DOMAINS, ALIASES AND MIRROR SITES APPROVED BY CEG TO ACCEPT CRYPTO CURRENCIES MUST AT LEAST:
1.Collect and verify proof of identity and proof of address. Passport, voter’s ID card, driving license are accepted proof of identity, and proof of residence can be an electricity or telephone bill or a letter from the employer or any recognized public authority certifying the address. The Licensee must also verify theplayer is over 18 years old and that they have a valid email address.
2.Collect and store hardware KYC in all pathways from signup, login, deposits and withdrawals, included but not limited to: IP address, mac address and browser information to ensure that all wagering, deposits and withdrawals are to/from the same User (IP and computer).
3.Make available to CeG on demand and provide proof of balance as with a Merkle Sum Tree or any other method, acceptable to CeG, to ensure player’s funds have been deposited.
4.Proof of Solvency must also be provided to CeG on a periodic basis (weekly, monthly) to ensure that operator has all funds to cover all bets and jackpots and that these Crypto currencies are kept in a separate account.
5.Backup all collected KYC and balance data as per the agreed backup method.
6.Display the rate of exchange from Crypto currencies to FIAT currency on the home page. As an example for Bitcoin: https://bitcoinaverage.comor https://btc-e.com/
7.Operator will include in their T&C and highlights that Crypto currencies’ value can change dramatically depending on the market value.
8.Sub-Licensee that accepts Crypto currencies must conduct all transactions related to a player in Crypto currencies. Deposits, wagers and payout should always be in Crypto currencies. At no time is it allowed to exchange between Crypto currencies and a FIAT currency.
